How to Write a Proposal to the Office of Community Oriented Policing

The Office of Community Oriented Policing Services (COPS), a branch of the U.S. Department of Justice, accepts proposals and applications for grants and funding dedicated to developing or fostering relationships between communities and the policing organizations dedicated to providing protective services for them. The purpose of this funding is to build an interconnected relationship between community members and law enforcement officials with the purpose of providing better and more comprehensive security for communities. Writing a proposal to COPS requires you to articulate a specific problem that falls within the purview of their organizational interests, as well as demonstrate how solving this problem will make for a safer community.

      Compose an introduction for your proposal. Indicate exactly what problem the proposal addresses and provide background information on how the problem developed, how you plan on solving the problem and how your solving of the problem will affect the community. A proposal's introduction forecasts the rest of the proposal.

      Describe the problem your proposal specifically addresses. Explain the need and goal of your proposed action as it relates to COPS as well as your community. Provide crime-related statistics when possible to persuade proposal readers of the importance of the problem.

      Articulate your proposal's objectives. Connect your objectives to the problem. Ensure that your objectives are aligned with COPS organizational objectives (see Resources).

      Detail your solution. Describe the steps of the solution in a manner that clearly addresses each of the objectives of your proposal. Ensure that the solution is feasible and well within the budgetary constraints established by COPS grants programs.

      Describe the method you will employ to enact your solution. Indicate how any and all COPS funding will be used.

      List all of the resources (including monetary) required to accomplish the solution as described in your proposal. Indicate specific law-enforcement equipment and personnel the COPS funding will pay for.

      Indicate the implementation schedule for your solution. Provide specific self-imposed deadlines, as well as dates at which you anticipate your solution will have positive impact on the problem described in your proposal.
