William James Hughes (1908-2002) was a British watercolour artist. He was born in London and studied at the Lambeth School of Art and the Royal College of Art. He became a member of the Royal Watercolour Society in 1937 and the Royal Society of British Artists in 1947. He was also a member of the Society of Mural Painters and the Society of Graphic Artists.

Hughes was a prolific artist and his work has been exhibited all over the world. He is best known for his watercolours of landscapes, particularly those of the English countryside. His work is characterised by its delicate brushwork and subtle use of colour.

Hughes was also a teacher and taught at the Byam Shaw School of Art, the Royal College of Art and the Slade School of Fine Art. He was a Fellow of the Royal College of Art and an Honorary Member of the Royal Watercolour Society.

He died in London in 2002.
