What is political editorializing rule?

Political editorializing rule means any rule prohibiting any officer or employee authorized to take or recommend any action concerning the promotion or disciplining of classified public employees in State service from engaging in partisan political activity except that political activity which may be engaged in by any citizen not employed in State service.
