He was born in Almería on October 12, 1958. He obtained the Bachelor of Philosophy in 1978 and completed the Bachelor of Law degree. Since then, he has continued to study and has carried out numerous training activities in the field of local and regional government. He has also taught the subjects of "Philosophy of Law" and "Rights of Citizenship" as a substitute professor at the University of Almería.
He has been a militant of the Spanish Socialist Workers' Party (PSOE) since 1979, where he has held several responsibilities at the provincial level. He has also been a provincial deputy from 1991 to 2000, and he was a member of the Regional Parliament of Andalusia from 2012 to 2015.
He was elected mayor of Roquetas de Mar in the 2015 municipal elections, which he obtained 11 of the 25 councilors, becoming the first socialist mayor of the municipality since 1991. In the 2019 municipal elections, he was not reelected by losing 1 councilor and not reaching the 11 necessary for an absolute majority, which left the PP as the most voted list with 10 councilors.
After his departure from politics, he became the director of the Municipal Foundation for Public Employment and Training (Foydema).
